Registration Forms

To fully register a PRRO (Software Registrar of Settlement Operations), you must submit three forms via the taxpayer’s cabinet https://cabinet.tax.gov.ua/ or a third-party application for a single cash desk:

• 20-OPP – Registration form for the object of taxation (retail outlet).

• 1-PRRO – Registration form for the software cash desk (a fiscal number is assigned after registration); it is linked via the retail outlet ID.

• 5-PRRO – Key (EDS) registration form. This key can open any registered cash desk, but only one at a time.

Important! To submit any form, you must have the primary signature key. You can verify the ID of the primary key in the taxpayer’s cabinet: click on the full name in the upper right corner, select “Settings,” find the “Available Certificate” section, and compare it with the client’s key. If the client uses a different key, they will not be able to submit any forms. They must either find the correct key or revoke the primary key at the issuing authority.

Key Formats

• File-based: Suitable for PayKit.

• Cloud-based.

• Hardware (Tokens).

Electronic Digital Seals: These look like file-based keys, but they cannot be used for signing documents; they are designed specifically for PRRO operations. Example: An individual entrepreneur has three retail outlets and does not want to provide full signature access to employees. They create separate seals for each cash desk, ensuring employees can only perform cash operations.

Issuing Authorities (Most common to rare)

• PrivatBank (.jks format) – Check here

• STS (State Tax Service) (.dat format) – Check here

• CSC of Ukraine (.zs2 format) – Check here

• Oschadbank (.pfx format) – Check here

• Diia.Signature (.dat format) – Usually cloud-based via the app; file-based only available at Administrative Service Centers (CNAP).

• Raiffeisen Aval (MasterKey) (.pfx or .dat format).

Taxpayer Cabinet Login

When uploading a key, you can see crucial information:

• Green: Key certificate (!!! not the ID !!!).

• Red: Issue date and expiration date.
  

How to view the list of active key IDs from the primary signature

1. Click on the right corner in the cabinet.

2. Select “Settings” from the dropdown menu.
   

3. Scroll down to the “Available Certificate” section.
   

   • Green highlight: The hidden ID.

   • Blue highlight: Term of validity (start and end dates).

How to verify IDs

You can download key certificates from the issuing authority’s website.

Open the certificate and go to the “Details” (Composition) tab.

Compare it with the ID in the cabinet’s settings. If they differ, you cannot sign any forms. You must revoke the old key (via the institution or online, e.g., via PrivatBank). Note: Revocation takes a few hours (ideally, wait until the next day). If the first form is rejected (red), check the error message.

PRRO Navigation in the Cabinet

• Taxpayer Registration Data: Scroll down to check existing registrations.

• Address: Helps identify which taxation object (outlet) the cash desk is linked to.

• Status: Shows if the desk is active. “Cancelled” means form 1-PRRO or 20-OPP (which automatically cancels the desk) was submitted.

20-OPP, TO, or Objects of Taxation

• Object ID: Used to link the cash desk to the outlet.

• De-registration date: If a date is present, the outlet has been closed/cancelled.

Registered Keys or Seals

Go to “Software RRO” -> “Cashiers.” Here you can see registered keys by their IDs. If a key is revoked, the status will show “Error/Compromised.” Each key can open any desk, but not multiple desks simultaneously.
